Abstract/Notes Performance management is one of the most important component in the operation of strategic management in order to achieve organization goal. Recently, Institut Teknologi Sepuluh Nopember (ITS) change its status into Indonesia’s State University with Legal Entities (PTN-BHMN), The change of ITS status into PTN-BHMN requires ITS to change its governance in accordance with PTN-BHMN regulation. One of the key areas of changes in the bureaucratic reform is the human resources and organizational governance. One of the efforts of the organization to reform its human resources and organizational governance is by providing an integrated performance measurement system that can represent the performance of ITS as an organization and also the performance of ITS employee. This research has purpose to designing the general framework of organizational and employee performance measurement system based on Integrated Performance Measurement System Framework and also by developing Cascading Balanced Scorecard Framework adjusted with the regulation that attached to ITS as a government organization. The result of the research is the framework of performance measurement system, which is consist of the mechanism of programs deployment and programs alignment, mechanism of organizational performance measurement system framework and its performance indicator, and formulation of employee performance measurement system and its performance indicator on each selected job position. The proposed framework will also be simulate and validate, the simulation and validation of the proposed framework will only be done in academic sector of ITS.
